The FCC released the E-Rate Eligible Services (ESL) (12/15/2023). The ESL is released annually for the upcoming funding year.

Discount Matrix

Applicants use the discount matrix to determine the correct discount level for a school district or library system.

Category 2 Budget

The Category 2 budget per student allocation began a 5-year cycle in 2021. The C2 budget multipliers and the funding floor for each five-year funding cycle are set once at the beginning of the cycle and apply to the entire cycle. The first five-year C2 budget funding cycle began in FY 2021 and runs through FY 2025.  

EPC Client Profile Updates

During USAC’s administration window each applicants E-Rate Productivity Center (EPC) portal page must be updated with udpated school demographics including but not limited to current enrollment, National School Lunch Program (NSLP) data. Businessmap utilizes client forms to input the information into EPC and ensure accuracy prior to the close of the administrative window.

10 Year Document Retention

All E-Rate program participants—applicants and consortia—are required to maintain documentation that demonstrates compliance with the statutory or regulatory requirements for all E-Rate program purchases of equipment and services. Participants must keep these records for a period of 10 years after the last day of the applicable funding year or the service delivery deadline for the funding request, whichever date comes later. Examples of such documentation include competitive bidding materials, program forms, contracts, and asset and inventory records of equipment purchased as components of supported Category Two services.

Competitive Bidding Process

The goal of the competitive bidding process is to have as many bidders as possible respond to an FCC Form 470. "Open" means there are no secrets in the process –such as information shared with one bidder but not with others – and that all bidders know what is required of them."Fair"means that all bidders are treated the same and that no bidder has advance knowledge of the project information.
